Gakuran hair comes from two separate synced sources on the official Trello board, and the terms are easy to mix up:

Hair (ID) — the hairstyle asset itself. Once a character's ethnicity and gender are determined, the game selects one hairstyle at random from that demographic's pool. Every hairstyle in the pool has an equal chance of being chosen unless the source card specifies otherwise. Players are free to keep the rolled hairstyle or change it during character customization.
Hair Color — the RGB color applied to the chosen hairstyle. Hair color is determined by the character's ethnicity. Each ethnicity has its own table of natural hair colors; one is selected at random, then there is a 5% chance the system instead generates a dyed color from outside that ethnicity's natural table.

After a natural hair color is selected, there is a 5% chance that the character will instead receive a dyed hair color. If the dye event occurs, the system generates a random RGB color that doesnot exist within that ethnicity's natural hair color table — so the resulting color reads as artificial or dyed. Examples listed on the synced card include red, purple, green, teal, white (about 0.0001%), and any other RGB color outside the ethnicity's natural set.
